That depends on my mood and the other persons energy. If I'm already in a **** mood and the person starts with too low energy, then I don't really want to talk.

The trick is to start of with a basic opener. eg "this weather is crazy". An even better way, is to complement the person on their clothes or something they got with them. Obviously don't come off as a creep or pervy. Carry on talking on the same energy level or slightly higher. Ask questions that you are genuinely interested in.

I've had some very good conversations using this method and learnt a bit also.
