With all the technology of today, why is the photograph in black and white and not colour?

Black & White actually shows more detail than color. Not sure this was a factor or if it was a cost basis but combo that with cost of printer cartridges needed and variety of complexion and B&W I'd think has the best performance. I'm pretty sure the photo would be stored as color tho. I think on printed cards, the color ones wear differently too depending the post printing process

My smart card ID has a colour photo. My old ID book had a colour photo too. My passport and drivers licence photos are black and white though.
