Smartphones with TV?

I am not sure some of you have seen them but there are Chinese phones with TV out there and they broadcast offline!! so my question is,why can't manufactures or software developers develop this kind of technology into smartphone gadgets? i mean...how hard can it be?
I know the Chinese phones have embedded ariels and everything but can't we simply replace those with headsets to do the signal transmissions?
Maybe i am missing something but why hasn't this type of technology been developed before? Smartphones with cable tv broadcast.

I think he's talking about broadcast TV. Like the Korean version of the G3 which has an aerial.

I have the stand and tv but I have misplaced the guide that connects both together
