Ahoy. I'm a developer for a WASP. There are various means of connecting to a WASP to send and receive SMS's - SMSC and http are the most common.

To get a shortcode it will cost you a monthly fee and if you do not get enough traffic on it, you will loose as the industry has run out of them. Also you need to register with WASPA and familarize yourself with there code of conduct.

One of the easiest, cheapest, options is go for a shared number, keyword driven, but you will not have the same user experience or success rate as a dedicated number.

The shortcodes come in different bands (prices R1,R2,R5, etc). A consumer can send to the number, but you cannot send from it. Here you will get a tagged longcode to do this - this number is also rated. It will look like 2782000112235050 or whatever your shortcode is.

Many WASPs will also offer you a longcode only at a cheaper rate. This is great for when you push messages and wait for a response to that message. But you need to be a WASPA compliant before doing bulk advertising.

Unless your got a couple of 'K lying around, just get a telemetric account or prepaid-sms bundle and setup your own gateway. I've done this for my wifes hair salon using open source and LINUX.

I think he is interested in a shortcode to make some extra dosh somehow, so not really just about sending SMS'es :)

No, it does NOT only work in Java. If it does go to a different company. And shoot whoever you heard that from because they obviously clueless :D
