SMS'ing to Germany

Basically I have the german cell number, but no idea what codes to use to sms overseas, I've been told its +149 in front of the number, but that fails for me. This is from Cell C.

for germany its +49 leave out the 1

for germany its +49 leave out the 1

And drop any leading zero. For example, if the number is 0791234567 then you would dial +49 79 123 4567.
