It's free to keep if you claim it within the 24 hours. Same thing happened with Red Orchestra 2 earlier this year and L4D2 during Christmas.
 
Yep, I claimed it last night.
It's free as long as you are in time to get it.

Not like the Arma 3 wknd.

Is there no way I can "claim" this from my phone, maybe a Steam app or something?

Just to clarify: The 24 hour limit is for claiming the game. Once claimed it's on your account permanently.

What I found was is that you have to install it for it to be associated with your account. It should still be there if you were to pause your download, but starting it, pausing it and then deleting it from your "Installed" game list without it not being fully downloaded removes it completely from your account.

I have never downloaded a single byte from any of the free games given away on steam. They are all still associated with my account. I added Sniper and it is there without me downloading anything. I will be very surprised if it gets removed because I didn't download it.

If you install it and remove local content it deletes it from your Steam library regardless.
I downloaded it last night anyway.

No it doesn't. It still lists the game in your Library (otherwise how are you going to install it again in the future ?). It deletes it from your installed games list only :erm:

But lets leave it at that :)

I'm guessing this will only happen while it is still free on the site. I'll take one for the sake of science and test it.
I'll leave Sniper as it is (nothing downloaded, but added to the library) until the weekend when the free promo is well and truly over.
Then I'll download a bit of it and remove the local content to see if it still removes itself from the library.
I'll report back in this thread.

There is indeed a steam app, that I downloaded to be able to claim this before it expires :) you'll need access to the email account that you've got your steam registered to, as you need to allow access to the new device.

For those who, like me are stuck at work. You can use the Steam app from the Play Store to add the game to your Steam account.

That's very strange. I added it yesterday but didn't bother installing it and it seems you're right. Nothing in my library. Yet if I go to the store page it says I own it.
