latency is the same, as latency only be better on 21mps product, if the the bandwidth needed will go over the limit of the 7.2mps product, which will not be a problem.

Yes they do, MightyMuffinMan is talking about if you buy a different one that isn't at Cell C then you would have to make sure it supports HSPA+. Think 900 MHz UMTS signal I think.

Latency of the white and black modem would be the same.
