soft cap vs local

Hi

k, im going to need sum advice pls.=
want to get a local account for DL.
currently have a 1GB telkom international.

these are my questions:

1. if i am capped on my 1GB and am using my 10GB for local DL, are my DL slower like this than if im on the dedicated 10gb local account or is there no difference?

2. SAIX or IS account for local DL

3. any recommendations would be appreciated

1. There is no difference in speeds as far as i know.

2. If you dont have access to the local torrent sites then i would suggest a SAIX account because the IS news servers are useless... the saix server is heading the same path as IS though

3. Mweb's free local uncapped is the best at the moment but its a trial and wont last that long I think

Be sure to get an IS a/c. Much cheaper and local is pretty much the same whatever you pick.
