Software for Website blocking/opening at specific times

I wonder if someone could point me in the right direction.

Looking at blocking specific sites within the company (IE. YouTube, Facebook, etc) during business hours, and let people browse during their lunch breaks.
Though I can't afford to just block everything. Preferably something Open Source ?

Is there something that can be run from a "server" and allow "client" computers or will it have to run on each PC?
I don't want to spend a fortune, IE. purchasing Server 2008 or anything.

A nice Untangle box running on a low-spec spare desktop or a VM acting as proxy should do you right
 
Hmmm... Never heard of Untagled (checking it out now), but I suppose it would be something like SmoothWall or IPCop ?
 
Could say that,it's pretty much a Drop-in appliance for internet access at SMEs

Downloading now and will try it on a workshop PC to become familiar with it before going to the customer.

Untangle is your answer. Also can get reports emailed to you in PDF format. Works great, I have quite a few satisfied clients with the product.
 
To be honest, the easiest way that I've found is to set up an OpenDNS account.

All the blocking rules, etc. can be set on the web console, and all you need to do to 'activate' it, is to set the PC's DNS servers to that of OpenDNS (208.67.222.222 , 208.67.220.220).

Very very simple - the only downfall is if the user figures out that they just have to change their DNS server addresses to circumvent your rules. This isn't an issue if the user(s) don't understand what DNS is, or if they don't have permissions to make that change.
