I'm not sure if this is the appropriate forum to post this question. If not, kindly forgive me for my ignorance.

What kind of platform does a website like freightquote.com use? Essentially it consists of a non-transparent searchable database and a payment gateway. Any idea how much time/effort (just the software part of it - assume algorithms are already known) it would take to develop a bare-essentials version of aforementioned website?

Same here. Can't get to it at all.

On an educated guess level - Time needed to develop such features and abilities from scratch, on your own (assuming all knowledge of SQL and VB/HTML/ASP is in-place already) - around 6 months for a fulltime developer with an assistant.
 
Firstly, the site is developed on the .net framework.

Secondly, they just use very clever data-basing. If you say you know all the algorithms, then all you need to do is make a site around it.

Basically, all you need to know is algorithms. You need a database (mssql will be easiest for this, because .net is a Windows framework), which will store and merge the data.
For the site, you will need your backend to manipulate the code according to what you want.
Then, you will need tertiary software to allow people/machines to send logs, so you can update the database with the relevent information.
The frontend of the site will then display that information to the end-user in a friendly UI.

I would estimate around 2-4 months. You do need a team of 3. I am assuming you are a coder, so you will not know nearly enough about databasing to allow this kind of work flow to run smoothly (This is not a simple 5table database). And a seperate user to work on the tertiary software (Considering you are going to do the site).

All together, I'd estimate this to be worth R15k-R20k. Assuming it looks, and works as good / better than that site.
