Software to cartoonise videos

Then you're looking at either one of these solutions:
Sony Vegas with an appropriate filter/plugin
Adobe Premiere (or After Effects) with appropriate filter/plugin
Final Cut Studio with an appropriate plugin/filter.

NoiseIndustries make great cartoonise (and reasonably priced) filters for AE and FCS.
