Solid reliable open DNS server anywhere?

Are there any really good DNS servers available in SA?

Preferably something that is ISP independent.

And also has multiple peering points? So when ISPs start scrambling about when SAT3/SEACOM goes down, you're not left without access to the DNS server.

Something like Google's 8.8.8.8 or OpenDNS' 208.67.222.222 but at local speeds?
 
I don't think there are any open public dns servers that are advertised, there are however a few that work for most South African networks that are local, like:



196.41.0.10 - On the VOX/DataPro network, somewhere in JHB.
196.220.59.188 - On the WA network, somewhere in CPT.
196.2.53.140 - On the M-Web network, somehwere in CPT.
196.2.48.227 - On the M-Web network, somehwere in CPT.
196.7.0.138 - On the MTN-Business network, somewhere in CPT.
196.7.142.132 - On the MTN-Business network, somewhere in CPT.

Most of those are fine most of the time from what I can tell.

I'd say the Google Public DNS and OpenDNS servers are slow at the moment, since most networks are affected in some way by the SAT3 outage in Portugal.
