Some advice please on graphics card vs discrete graphics options

So I have a fairly oldish PC (P55 chipset) with an older Intel Core i5 750 (socket 1156 LGA) but am getting out of memory errors in latest Photoshop 2021 under Windows 10 even with 20Gb of RAM and a 4Gb graphic card . I never had this issue on Windows 7 but I guess my hardware is too old and this version of Photoshop Camera Raw won't run in Windows 7.
I'm planning to build a new PC from components. Most of the heavy lifting I do is stitching photo panoramas together. Often a panorama has 20-30- full frame 300dpi RAW images and the final output is sometimes over 2Gb in size.
So what's best? More memory and on-board graphics (I need 2 monitors) with a better motherboard? Or a cheaper motherboard with a decent graphics card and less memory?
And input from the gurus welcome thank you.
 
Motherboard really doesn't matter much unless you're doing some high end overclocking or need a specific feature.

Definitely go with the better graphics card.

I suggest you do whatever you can without a purchase of a graphics card. There's a global shortage and even older cards are being sold at sky-high prices.
 
Get a Ryzen APU (something like the 3400G) with a B450 motherboard and 32GB of RAM.

You can always add a GPU later when prices settle, but that’ll give you decent enough performance for now. If you need additional video outputs either use your existing GPU or just get a USB-HDMI adaptor.
 
Okay went and had a look at current pricing.

Given the age of the system I'd say you may want to upgrade some of the other internals while you're at it.
