I want to develop a software in which I use Google map to add multiple location and create a route map, time for each location from start point, number of kilometer from every location to other, petrol consumption and add location in map for quick search.
Please which exact programming language should I use? and is there any tutorial?

Will this software run on a website or mobile device? You can use a language you're most comfortable with. If you go the Xamarin route, it's C#. I've developed Android apps before...it's Java. And (as mentioned by koeksGHT), iOS = objective C.
It sounds like you need an intro to programming crash course first. There's a ton of documentation that goes with implementing the Google Maps API in your app, and it took me many hours to understand it all. If you have the time, get yourself a free intro to Android ebook and get learning (I have yet to develop anything on iOS so can't comment there). Just don't expect to create anything close to your requirements any time soon. When you're comfortable creating fully functional Android apps, create an Android developer account then come back and I (plus many other forumites with Google Maps API experience here) will be happy to help you. There are certain steps one needs to perform before including/using Google Maps in an app.
