Yesterday morning i came to turn on my my and it wouldn't power on at all, so i opened it up and did all the normal checks etc i unplugged the power from the main board and put it back in and it came on now this morning i had to repeat this and i noticed that my date and time are wrong after this happens is it safe to say that this is a motherboard issue

Yup, replace the battery on your mobo.

and what would cause it to power up only once i re-plug the power connector to the mobo?

It could be PSU or MB. Try a different PSU if you have one.
