I think that more or less sums up all the stuff that has been going on and is currently going on that most of us have been wondering about.

Telkom responds

Lulu Letlape, Telkom group executive of corporate communications, responds that Telkom never sold a 30GB account.

“Wholesalers purchase a 3GB account and then sell it as a 30GB account and end-users are put under the impression that they are buying 30GB accounts. Abuse is also committed in another area, where a 3GB account is bought from an ISP and deliberately abused. One such instance is a TelkomInternet end-user using 296GB, in September, effectively 97 times more than what she paid for,” Letlape says.

The solution that will be put in place on 1 November, she says, is “very simple”, and resellers will have two options: resellers can purchase from a standard set of products, ranging from 2GB to 30GB, which will be hard capped, or resellers can make use of usage-based billing and the reseller will be responsible for the total consumption of their end-users. Resellers will determine and manage capping of each user individually.

“The introduction of usage-based billing will enable each ISP to make the decision on the size of each account and when, how and why to cap or not to cap a services, directly in line with wishes from the industry and ICASA.”

First time I've seen this mentioned!

I've seen that quoted a few times and I don't understand how they can use one of their own clients as an example of abuse. Telkom set up the soft-cap and that user was using the service within the parameters allowed. It just doesn't make any sense?

Can some kind folk please explain to me how this would work? Telkom sold a 3Gig account to some ISP and they resold it as a30Gig account. I always thought that each day your usage was measured and you were cut off so to say when you reached your limit. So how do you squeeze 30Gig out of 3Gig? It’s like me getting R10 rand to go to the shop and using R100 at the shop, where does the other R90 appear from.

I think I might be missing something here

One thing telkom told my network administrator when My school wanted to purchase more bandwith from telkom (over 3gb) telkom said they dont go over that but what was suprising was that other isp's advertising at around 30gb.

if telkom is denying this... then why did it allow the ISP's to continue with their ads... or were they secretely charging these guys...if there is something like that.. but we are trully missing something here....

I guess we will just have to wait...

Very simply in my understanding. Telkom sold package deals to the ISP's. If 10 people bought 3Gig accounts Total 30, each only use 2 Gig Total 20, there is 10 Gig spare as leftover that would go to Telkom profit. The ISP's have thousands of clients and thus this policy of many Gig accounts were implemented with full cooperation and in Agreement with Telkom with NDA's. They distributed the data balance as they see fit. Now the excess went to the ISP as profit. Telkom did not do the same or took action as they had a different Agenda. They were busy with a new billing scheme where they can contort(steal) more money from consumers with the per Gig billing system, unique in the world normally done by cell or wireless companys. Now the agenda was simply to do it with a few ISP's with NDA's inplace. Why, so the ISP's and users (Abusers) can be blamed for there "Ilegal activity'" that neccitated Telkom to take this so called penal action. Telkom looks the Innocent, The ISP's is the incumbents with the takers the abusers. That is why Mweb and others did not have the same offering as they would have really canned Telkom for this. A BIG UGLY LARGE CONSPIRACY if you ask me
