I dunno. I might just be totally wrong about this, but I've witnessed something very strange today.
I am busy downloading the Beta for Vista from the MSDN site using the MS File Transfer Manager. I also have my little NetMeter running. It chugs along at a happy 40KB/s. Then come 5pm my line disconnects for the usual IP change. Lo and behold, my d/l speed never goes over 5KB/s after that. I'm thinking WTF? I check that I'm not capped, or have been assigned a capped IP range. Nope. Nothing wrong there. Flush my DNS bla-die-bla etc, but no change.
So I reboot my router to get a new IP and shebang!, my speed is back up to 40Kb/s?!
Can anyone offer some kind of explanation or are some IPs more equal than others?
