Some questions about Xbox One

Hi, I am new to the Xbox console and the search results are conflicting. If I had 2 consoles at home and bought/downloaded a game on the first one, then downloaded it on the second one as well, will it still be playable on the first one assuming that neither of the consoles will be permanently connected to internet? Or do I have create 2 user accounts on the first one?
