Spam SMS - How do I stop it?

Do I have to reply STOP to every spam sms so that they will take me off their list? Does it cost me money to reply to their spam to say stop?
Is it legal for them to require me to reply or else just keep harassing me?
Should I maybe ask to be phones just to find out what company is doing it so that I can make a formal complaint?

Does the new consumer act actually help us in this regard or not really?

Thank you in advance and sorry if this is in the wrong section but all the spam are about free phones and contracts.
 
And in even more exciting news, with some of these guys you reply with STOP and they still continue! I haven't found a reliable method of getting off the "list" despite the fact it flies in the face or a rather useless piece of legislation that is part of the CPA.
 
The legislation is there but do you think ordinary citizens have any idea about how to use it?
