Is what this guy doing legal http://www.netreacher.com/

He sells email addresses ,then the person who buys them sends a email to an address asking if he wants to subscribe.Now surely this cannot be legal.I mean imagine getting 100 emails a day asking for me to subscribe.

HE says that it conforms to some act of 2002 that allows them to send emails asking permission to send more.

That's why we have SPAM filters in our email programs. LoL
It seems legal - you need to confirm subscription before he floods you with the mails.

It does not comply with the US Federal laws on Spamming. If you receive an email and didn't opt-in for it, it is spam. But rather read op on it yourself, http://www.spamlaws.com/federal/108hr2515.shtml

The real issue comes with legally getting to this guy to stop spamming. The internet is extremely difficult in this sense as there is no global law maker.
