Spamming getting worse?

I confess I haven't followed matters closely, but was under the impression that some new form of legislation had been put into action to tackle the issue of unsolicited emails/SMS. But I've found that over the past three, four months, the number of unsolicited emails from various local companies has almost doubled, and more than 90% of it has absolutely nothing to do with our core business. It's all very well that they have the 'unsubscribe' button at the bottom, but I was under the impression they had to ask permission to send you emails, not just do mass mails to every address under the sun?!
