Speed Cap?

Is anybody else experiencing a cap in speed on their 1-4 Mb lines?
Mine has been slow for the past week and has finally over the weekend started to pickup, it only goes up to 2 Mb though.

Just wondering if anybody else has noticed this.

Did the ICASA regulations not also make mention of an SLA? This is absurd - SAIX and IS on my side is totally p1ss slow.

I have my 1-4 Mb line through axxess, I don't know if that maybe has something to do with it that axxess users might be throttled.

This is getting seriously old now, my 1Mb line is running at 384 speeds. Yesterday I had 4 Mb for like half an hour an now its down to 30 kb/s.

Does anybody have this problem or know what is going on? I am sorry for bumping my own post I am just trying to find out what is going on, the cable cuts maybe?
