If you don't mind me prying. Do you have consumer account or business account? All ISPS contend their packages whether it be Fibre (being top), wireless, ADSL, Diginet (which i my opinion is being done away with).

Business packages will have a lower contention ratio vs consumers. The higher the contention ratio the more congested the line.
If for example you have a 4mbps line and it is say contended (10:1). Worse case scenario you should get readings of 0.4mbps. You are getting +/-2.4mb. One will never have 4mbps. Unless you pay for it. Then you will get a 1:1 link no one else sharing. But no-one wants to pay those kind of prices. So you then pay for contended links (rated up to 4mbps)

There are other factors which also influence the speed. How far from the exchange the condition of the physical line itself.

Please note I am defending ISPs in general. I would never take TELKOM as an option mainly there are no ports in my area available. How ridiculous is that going on for a very long time.

I would only be too thrilled to have what you have.

What are your other options Fibre and Wireless.
