Speeding fines

hey all quick question about speeding fines.

is it normal for a fine to show up on paycity and not online.aarto.gov ?

i recently got spammed 10 sms's by paycity in the space of 2 days saying they will issue a summons and they posted a infringement number... i logged onto paycity and the fine is there ...
R400 for going 76 in a 60 zone on camera ... but its from the 25th of January 2023 LAST YEAR! and now only do i get their SMS's
it felt kind of fishy because it's been so long, i even renewed my drivers and car license since then with no mention of a fine.

i decided to check the aarto.gov site and they say i have no fine...

I wouldn't put it past incompetent staff at the metro that your fine was issued in to be so far behind they only loaded it now, or only found those reports lying around and realized no one had bothered to lodge them until now.
