A friend was driving my car a few months back and got 2 speeding fines. He has since moved out of the country.

I wrote to the authorities expecting they would cancel the fines, but they didn't budge. Anyone know what the law is regarding this? I don't want to pay someone else's fines!

The owner of the vehicle is ultimately responsible for the actions of the driver.

You gave him consent to use the car so you're responsible for the fines unfortunately. It's not like the car was stolen.

If he's a good enough friend that you let him use your car, surely he can send you the money to pay the fines.

National Road Traffisc Act 1996.
Chapter 12: Presumptions and legal procedure.
73. Presumption that owner drove the vehicle.
1) ....it shall be presumed, in the absence of evidence to the contrary, that such vehicle was driven by the owner thereof.

So, if you can prove that you were somewhere else when the alleged offence occurred, you could get lucky!

Yes, but I think you have a limited time within which you have to notify them of the fact.

You thought they'd cancel it after a letter saying the offender is out of the country?

Ah ok, it must then only become relevant when the point system kicks in, two weeks from date of receipt.
