Actually, This is it.

I don't download much, maybe a file once a week, and my live feed in the evenings which is not many bytes. I have just downloaded a small file a few minutes ago... all of 667 kb which should have taken 2min on a 56k modem, and it downloaded at 2,4KB/sec in 4min 5Osecs.

I don't like been screwed, and it is happening now.
