I am new at this technology stuff and i keeping seeing speeds of 4mbs, 128kbs etc download speed. I always wonder if that applies to browsing speed as well, does it? and what is a decent browsing speed where you do not have to wait 10 seconds for a page to load.

i currently use the 7.2mbs cell c stick modem and it runs very fast but i am looking to alternatives when my year comes to an end soon

Browsing speed has several factors contributing to it, not just your line-speed.

It depends how fast the DNS resolves. A website with a slow DNS server can add up to 1 second to load time.
It also depends on how fast the website's hosting is. A slow host (overloaded CPU or Disk) can add several seconds to that time easily.
Last but not least (or the only one), how the site was designed. If you visit a site who's designer was a 13yo "because he knows how to 'program' a VCR" then you most probably will wait long.
