Splitting/Sharing ADSL Line

Hey everyone.
Myself and a friend is sharing a 4mb ADSL line.
We are thinking about getting an uncapped account.
Would just like to know if there is any easy way to split the line so that we each get a 2mb line.
Or 4mb / people connected ie. 1 person = 4mb, 2 people = 2mb etc.
Would be cool if it could be done on the router(Billion...doubt it)
Otherwise something on each pc. Dont really want to run a server.
Any suggestions?

A routerboard device or old pc converted to a linux router would be better though. If however you trust each other you can both run netlimiter and restrict your bandwidth.

I just read though that my Billion router might be able to do this.
There is a QoS tool o nthe router. gonna have to check it out when i get home.
