SSEG COCT registration in complex with bulk supply

So I live in a complex which has COCT electricity supplied to it, but then PEC Utility handle the prepaid meters inside the complex. So it's a bulk supply from COCT to PEC and then PEC to individual houses. I've been trying to apply for SSEG for my solar setup, and it turns out that since its bulk supply there's no connection that turns up on eServices. COCT said I can't apply and must get the HOA or bulk supplier (PEC) to apply for all houses for the single bulk supply connection and "share the costs", which doesn't seem right. I have a COCT account for refuse and rates, etc., so it's not like there's no unique ERF or account for the property, and the HOA doesn't have a single bill to deal with since each house has its own prepaid meter.

Anyone gone through something similar and resolved it?

So I'm still trying to get this done, but made some progress.

You need to get hold of the SCP (Service Connection Planner) that covers your area from CoCT. I wasn't getting anywhere via [email protected] so raised it on Twitter and got a response in a day or two from the right people.

You then need to complete this form (APPLICATION FOR THE CONNECTION OF EMBEDDED GENERATION), but only the main details for the account holder (ie. the body corp). It's not available on the CoCT website for some reason, but found the same copy on a solar installer's website.

Then using an Excel sheet you have to complete the details for all houses applying in the complex, such as the unit number, inverter brand and size and number of solar panels and size. This will then be submitted along with the application form to the SCP. I haven't gotten this far yet, as I'm waiting on my solar installer to do the details. But this is what I've gathered so far.
