How does 11 and a half hours of load shedding qualify for stage 6?

Firstly it's 10 from Eskom side, the other 30 minutes is the restoration time from the municipality. But yes that's stage 6, why is this a shock for people. Stage 8 would be all 3 slots 4.5 hours long
