Starting fiber isp business

Dear all

I'm busy with a business plan to setup a fibre isp and would just like to know what the costs are to get layer 2 connection from openserve to teraco and maybe a contact person or number to help me with openserve application.
I do know that I need bandwidth ass well and the relevant licences from icasa.
