I would like to start an online service based on an App for both iOS and Android.

How do I begin the process?
Do I just approach a company that builds Apps, or is there somewhere I need to register my idea first? (so that the concept doesn’t get stolen from me)

What makes you think your idea is unique or it is going to make you money?

And even if there is a 0.1% chance your idea is unique, there is nothing you can do to stop someone from doing something similar. You just need to make sure you do it better.

If you have no design skills, coding skills, marketing skills.... Yes, you will need to get someone to do it for you. Expect to pay a lot. The other option is you get some skills and do a concept yourself.

Also do market research.

I'm willing to pay now due to my lack of expertise. I am hoping it can take off and when the idea becomes more tangible, i can secure funding to boost future Expansion.

maybe its because buyers and sellers cannot agree on a price for the market to function, you stating your lack of knowledge in the sector probably means you haven't done even basic research on this matter, so perhaps as a first step figure out why there is no functioning market in the service you want to provide
 
You can approach any software house and sit down with them to get a qoute

Its highly unlikely that they will steal the idea, remember ideas are worthless, it's all in the execution so even if the idea is brilliant, it's not in the software house's ball park to execute beyond the software, think marketing, sales, support, vision, etc.

So you will be safe.

Also first mover advantage, so even is someone does copy your idea, by that time you should have a good client foundation by just being first.
 
Just understand a basic app will cost anywhere from R 300 000 - R 600 000 with a more complex add costing in the millions, if it is really a good idea I would get financial backers before starting the app as cashflow is always your biggest problem with a start up.
 
There are lots of no-code/low-code options out there for preparing a simple prototype which can be used for fundraising. I'd start there.

Also as mentioned, trying to protect your idea is kinda pointless today especially if it's just in the idea phase. Rather use the resources to out-innovate your potential competition rather than pay lawyers to try and defend an indefensible position.
