Static ip needed?

i want to create a web site ad use my pc for the resources e.g bw and space but how do i set it up? any tutorials? and do i need a static ip if so how much does it cost?

All I know is you can use a service such as www.dyndns.com to automatically update your Dynamic IP, then you need to use some type of server software, search for free home servers.
