Static noise on Telkom line affecting ADSL

I've been a happy 10mbps ADSL user for as long as I can remember. My line has always synced at 10240. Recently however, I noticed that this had dropped to 9,200, and last night, 8,900. If I listen to the dialtone on my telephone handset, there is distinct and random static noise, like a crackling sound. This is almost certainly the reason why my sync speed is so poor of late.

I've spoken to a few other residents in my complex and they all tell me that their lines are fine, so it has to be something in or near to my unit. Before calling Telkom out to come look (and potentially getting hit with a callout fee), is there anything I can do to go about trouble-shooting this problem? If I was to guess, I would say that it is not electrical interference due to the random nature of the noise. I'd imagine electrical interference would be a constant buzz or hum.

Thinking about it, what would a Telkom techie do to investigate the issue? Thanks for any advice.

Good luck to sorting that out.
The hissing is caused by faulty exchange equipment, and they seem incapable of fixing it. In the end it cost me several new phone lines to get rid of it.

It's more of a crackle than a hiss. If it was faulty equipment at the exchange, wouldn't other people in my complex be experiencing the same thing?

First disconnect your pots filter, dial 0 and listen for noise. If noise is gone replace pots filter if not log a fault http://www.telkom.co.za/customercentre/faults.html "Report a fault online" -> Step 3 "Report a fault" fill in your details and select the "Noisy" option from the dropdown.

If someone calls you don't even mention adsl or isp, just tell them your voice line is very noisy.

Nope because when I solved my issue, I got a new line put in at the same premises, and that line didn't do this.
The idiots kept closing the fault, eventually I just canceled the faulty line.

Once had this kind of problem and they eventually pulled in a new wire from the one pole and the problem was gone

ive also been having line speed issues eg dropping from 10 to 2 or 3 or 5 or 7 or somewhere around there and its not a daily thing but something like 10 times in a day which is extreeeeemly annoying!!!
ive been logging faults with helkom since feb and its still ongoing but yet there's no noise on the line at all, talkom have checked and its not them or the oruter or line so im con****ulated!!
