Steam - error : An error occurred while installing. Connection timeout

Anyone had this as well? Any suggestions?

I just bought aoe3 complete but cannot download it.

did it happen numerous, different times?

How do you connect to the interwebs? ADSL/3G/GPRS? Who is your ISP? Is your location set to South Africa under Steam Settings > Download & Cloud?

This is the first time i have used steam.
Connect using Telkom adsl. Location is set to SA - Capetown (automatically set).
I'm in Durban and there doesn't seem to be a steam download region for Durban.
