Sure, they sorta did before but you had to beg and cajole and pray to the dark gods to get a refund even if the game was a total lemon that refused to even start. I guess they finally decided to catch up with GOG and Origin.

Didn't know. I have never done steam before..

I have bought physical copies whereby I wasn't content with the game. Either the story was lame or too many glitches in the game from the word go.

So people have now found loopholes in this system and are using the refund policy to get paypal money for CS:GO items.
I'm sure the same can be done for Dota2 and other inventory items that can be sold.

Sell your item, yes at a reduced amount due to Steam tax, buy a game or games to the value.
Refund the games and choose the paypal option.
Viola, real cash for Steam items.
