if you buy a game on steam, and format/buy a new pc, can you reinstall?

do you need to be connected to the internet everytime you play the game?

im thinking of buying rome total war (old game) and thought steam may be a better option than ebay or seomthing.

Yes, you can reinstall. Games are associated to your account as opposed to a particular pc. In fact you can have your account set up on a number of machines at the same time, but can only be logged on via one at a time.
Generally you don't need to be connected for single player stuff while most multi player stuff requires being connected.
