Stolen RAIN Sim card still active?

so long story short, got my Dual Sim Work Phone stolen from me Friday,
Had 2 Sims, work Vodacom number and Rain Sim card, set up as a mobile hotspot for streaming/whatsapps ect.
phone was a Huawei Y7Pro in case your interested.

phone erased remotely , vodacom number blocked, but now the interesting bit,
Rain cant do a Sim swap, unless your Old (stolen) Sim is NOT Blacklisted/deactivated

so they can only change your Sim card, and activate you a New one, if your Old SIM card is still active.
so potentially, the thief can still continue to use MY internet freely, and it CANT be Turned off,

is this Normal? I mean I thought if you get a Sim card stolen, they deactivate it and swap to another Sim card
to protect your account,

would love to know if others experienced the same trying to deactivate a stolen SIM card.
or perform a Sim Swap with RAIN.

Please advise if you managed to get a sim replacement required for you?

When we request a sim replacement the old sim card will not work as all the information will be moved to the new sim card that will be delivered to you.
