The link refers to a shavette which makes use of double edge blades, snapped in half and are loaded into the device opposed to fixed blade / cutthroat types that one has to meticulously maintain the edge such as sharpening stones, strops etc.

Depends what you want to achieve

Simple shaping for the upper beard line, you know the cheeks. I already have the rest of the things (scissors, clipper, etc) for everything else but I'm growing ever so tired of my current fixed blade.

i use a straight daily and moved to feather artist club dx, got sick of the honing/stropping. shapes around the beard nicely
wouldnt recommend a broken in half de blade shavette to a beginner

Have you tried using a double edge razor? This would be a great start to learn basic cutting angles etc.

I started with an el cheapo Lion ,chuck the Lion Blades and get Super-Max Blades while you there. Not the best hardware out there but gives you an idea on what to expect.

lion is cheap and poorly made, but for r20 what do you expect. many start with it and dont continue, it's aggressive for cartridge users (or the limp wristed)

R100 wont get you far in the wet shaving world...initial link unit cost. yeah, Jaco or Mo will get you sorted

As mentioned by chuckles, the foray into wet shaving can get costly and perhaps overwhelming. Remember also that different razors and blades produce different outcomes. Some blades have finer edges than others, you will need to dial in a blade that works for your skin type.

Suggest getting a blade starter pack...

whats wrong with Safety Razors? or with really thick beards you need essentially a Lawnmower blade to shave?

Shaping tends to be easier and more precise with a decent strait/cutthroat?
