I think he's one of the guys in the car and he's trying to make this kind of thing seem normal and common, so people don't call the cops.
 
Good that you were up at the time, maybe they wanted to rob you. I would suggest that you report it to the police seeing that you have a registration number.
 
The two gentlemen just needed a safe, quiet place to express their affections for one another.
