strange data rate on router - is this normal ?

I have a 4mb adsl line and yeaterday when i checked my router i see my stats as follows:

download 5117 and upload 508

this doesnt seem to be the normal stats , what does this mean ?

has my line been upgraded

so if i have a capped account i will get full speed at 5mb ? so cool
