Strange FPS problem in Win 7

Hi Guys

Something strange is going on with my PC and I cannot put my finger on it.

Today I logged into WoW and I noticed a huge FPS drops when I walk outside, getting bout 12fps in Netherstorm. Inside a building it is 60fps.

Now this isnt the first time this has happened. A few months ago I had a similar issue, and nothing I did could fix it, driver upgrades, defrags etc. After three days or so it just came right by itself.

Now today I log into the game and the same crap. I tried playing COD4 and it has the exact same issue, lags in open areas and is smooth in closed rooms.

I would suspect hardware faults if it wasn't for the fact that my housemate had the exact same issue a week ago, and he is running an NVIDIA GTX260 and Win 7 (64), whereas I have the AMD 4850 and Win 7 (64).

I tried a virus scan, turned off the indexing service and upgraded all drivers and windows updates.

I'm stumped. Anyone have any ideas what might be causing this?
 
Weird - Some of the 3D software I use also got a major performance hit in Win7 - went back to XP and boom! fast feedback again.
 
Well, everything has been running fine for months now on Win 7. Awesome OS.

It's just this random FPS problem that pops up from time to time without any known reason.

Wish I knew what it was >.<
 
I seemed to have an issue with BF2 a while back (which I haven't attempted to fix yet).

Other games that weren't made for 64bit OS's (the older type games) seem to have issues when playing through a network - the game hangs for 15 minutes on first startup after a reboot, and appears to be initializing network connections. After the 15 or so minutes, everything works great, even when exiting the game and opening it later. And it only seems to take one game to do this and all the rest work correctly thereafter. As soon as I reboot though, the problem happens again...
