Strange laptop

Very funny that is the only thing that it can do is total power off and normal power on not restart . I have lent the laptop to a friend of mine when I get it back I will show you
Sure, just trying what works for most times.

Edit: Sounds either like a power or an overheating problem. Have you checked the cooling? and the power rails?

As someone mentioned, have you tried a different OS? Perhaps try a Live Linux environment.

Still the same issues the system does not restart If you also exit the bios after making changes the system shuts down and you have to press the power button to power it on again

Okay that leaves faulty hardware or foreign hardware. Has any of the hardware been changed or is it still stock HW? Could be something slowly acting up. RAM / CPU / GPU or motherboard.

EDIT: Or something else specific to the laptop - webcam and whatnot.

Still stock the only thing that is not working right is the keyboard
some keys are missing and it using a universal charger because the samsung charger broke. Even if its on battery it still does the same so it cannot be the charger

Yes, it has to be some hardware or the BIOS itself since as you say the OS makes no difference and the issue is prevalent in the BIOS as well. The hardware itself may show no particular signs of acting up other than the issue you are experiencing.

correct its the strangest I have ever seen in my life of working on PCs

HI All

I need to ask help.

I am in IT my self and this is the first time I see it on a laptop, its a samsung laptop with an i3 CPU with 4GB RAM

Windows 7 Pro installed .

Everytime I shutdown or restart Windows 7 it freezes after says shutting down

Checked the RAM and its fine and the drive is fine

Sometimes when I am in the bios and want to exit the system shuts down. , Also occures when I tell Windows to restart. What could be the cause.

1-When it "Freezes", do you see disc activity going on flat out-(The disc light flashing)-?
2-Do you have antivirus installed and removed-?
3-Is the right boxes check for the drive in Recycle bin properties-?
4-A motherboard & temp will mess you around good.
