strange sync speeds has telkom baffled

Hi ppl I hope someone can shed some light on my odd problem!

I've just upgraded my trusty old 384kb line to a 4mb line and my problem is that while international sync speeds are normal, and I can connect to a server in Joburg at the full 4mbs (I'm in ct)...syncing to a server in cape town only ever reaches 512kbs!

I've had telkom tech over twice and they've checked my filters and line and as far as they can tell everything is fine. So what could be the problem?

This IS speed test log makes even less sense:

Well, maybe the server in CT (whatever it is) is limited to connections at 512kbps. As for the IS speed test, that looks perfectly normal for IS on 4MB line.
