I wondered how long it would take before someone complained or at least took notice of Eiskom's method of sidestepping BEE/AA/EE.
They employ foreign engineers, many from the UK, on short term contracts which just get extended to suite, in preference to employing South African's that don't meet the BEE/AA/EE requirements.

Many town councils are also guilty of this practice - our town planner is just such an example.

Eskom could face a strike after the National Union of Metalworkers of SA (Numsa) sought permission last week from the Commission for Conciliation, Mediation and Arbitration to withhold labour in protest over the outsourcing of jobs.


Eskom spokesperson Fani Zulu said the utility’s operations were deemed an “essential service” and certain union members might be prevented from striking. – Bloomberg

They do this in some of the Durban City Departments also.
