If I send an sms internationally to a foreign network, do I pay for that sms or does the person on the foreign network pay for it?

You pay for it. I think its R2.5 on MTN for a international sms.

Sent from my HTC Desire using MyBroadband Android App

You pay for it. I have never encountered that the recipient pays for the SMS (i.e. not even when roaming outside his/her home network) based on my experiences with providers in Europe.

You may consider using a service like Skype to send many intl. SMS

In the States & Canada you can pay for it on some networks/contracts.
