subscriber ID module activation how to?

Hi guys.

I have my Huawei E1550 which works like a dream on my Acer netbook running Ubuntu 9 and it runs like clockwork with a 3 out 4 signal strength.When I try to use it on my XP machine I get a marginal signal (1 out of 4). I got a error message from vodacom reading my subsciber ID module needs activation. Is this a RECA thing?
