This I dont have the time or effort find a better service provider rather than fight over this my time is worth more than this effort.Are you on a business account with an actual SLA in place?

With all the outages suffered by RSAWEB this year, (I suppose this question could apply to any ISP) has anyone successfully managed to claim a refund or credit to their invoice on the grounds of downtime going over their advertised 99.9% uptime in their Service Level Agreement?
We're ~60 days into the year, there have been at least 3 days of RSAWEB outages, if I'm correct, that's 95% uptime this year. RSAWEB has obviously said that they are no way entitled to issue refunds for downtime.
7. THE DELIVERY AND AVAILABILITY OF THE SERVICES AND PRODUCTS
7.1. The Customer agrees that the Services and Products are provided by RSAWEB as a “best effort” service with no service levels of any nature being offered.
