JOB TITLE : System Analyst
SALARY : R 337,720.95 - R 450,294.60
LOCATION : Pretoria
POSITION STATUS : PERMANENT (External / Internal)

Purpose of the job
To transform business requirements (functional & non-functional) into a set of technical software requirements that specify the software solution to be provided in terms of detailed requirements in accordance with ICT standards and the enterprise architecture for Government.
Key Responsibility Areas
Ensure effective and efficient service delivery in accordance with CLIENT Policy framework. Adhere to Architectural and Governance mechanisms for the Software Development section to improve interoperability of government systems and quality of services and deliverables. Deliver services according to project plans and architectural and governance mechanisms to ensure overall compliance and improved service delivery; Create analysis and design work packages for integrated software components, taking into consideration CLIENT’s software development stack and doing this in accordance with ICT standards and the enterprise architecture for Government; Develop Application Service Specifications for integrated software components in accordance with ICT standards and the enterprise architecture for Government; Execution of functional testing of software in accordance with CLIENT Test Methods and Testing Techniques using CLIENT approved Testing Tools; Participate in packaging and releasing of integrated IT software components in accordance with ICT standards and the enterprise architecture for Government.
Qualifications and Experience
Minimum: National Diploma/Degree in an ICT related field (Computer Science, Information Systems, Technology and Engineering) and/or equivalent. Experience: 3-5 years’ experience in the ICT field, systems development, implementation and maintenance / enhancements of solutions. The experience must include 1-4 years in developing software. 2-3 years’ experience in Web Design and Content Management. 2-3 years’ experience in software analysis and design and data modelling.
Technical Competencies Description
Programming Languages Experience and Proficiency: Programming Languages (C# .NET Framework 4 and Visual Studio 2010, Java Framework, Other IDE), Web Applications (ASP.NET MVC 3, HTML, CSS, JavaScript, jQuery and Ajax); RDBMS (MS SQL Server 2008) usage including Object Relational Mapping tools (LINQ and Microsoft Entity Framework) and practices SQL, Natural Adabas/C#.Net. Natural Adabas. Knowledge of: Corporate and ICT Governance and Compliance; Programming Languages; Development, Implementation and Integration Methodologies, including Testing, Packaging and Release; IT Quality Management; ICT Procurement practices; IT Security and ICT Standards COTS (Commercial of the Shelf) and OSS (Open Source Software) Products; Project Management; Application development, enhancement and maintenance practices.
Expertise on: Object Orientation; Agile and Waterfall Methodologies; Model Driven Architectures; Distributed Architectures/Service Orientated Architectures; Database Design; and Planning and Organising. Skills: A minimum knowledge of at least three years on the following tools/services: Data modelling, Mapping Process Flows, Compiling technical system specifications, SDLC (ISO\IEC12207); IT Software Testing, Packaging and Release; Quality Management (ISO9001, CMMI); Entity Relationship Diagrams; and Governance Processes and Standards (COBIT, ITIL, UML).
Other Special Requirements
The incumbent will be required to travel to other CLIENT offices around the country.
