System wide proxy authentication in Windows 7

Does anyone know how I can set up a system wide proxy in Windows 7? I have entered the proxy in the proxy settings and this is fine. The proxy requires authentication so each application that needs to access the internet must have the username and password entered into it. This is fine for some applications, but many do not give you that option so they just can't access the internet even though other applications are connected.

Thanks, tried that but every program I try to run within freecap crashes for some reason? Not sure if I am doing something wrong
 
the best way to do this is if you can find a free proxy server which supports an upstream proxy.

so you enter the current details of the passworded into the free proxy and point the system wide one to free one
